who hears God’s messages when they are conveyed to him, and yet, as though he had not heard them, persists in his haughty disdain! Hence, announce unto him grievous suffering &ndash
He hears the signs of God being recounted to him. Again, he persists as one who grows arrogant as if he hears them not. So give him good tidings of a painful punishment!

He/she hears the signs of Allah recited to him/her, but is as obstinate and haughty as if he/she had not heard them. Announce a horrible penalty for that person.
He hears the signs of Allah when he is informed of them, yet becomes arrogant as though he has not heard them and persists (in his duality)... Give him the news of an intense suffering.
Al-muntakhab fi tafsir al-Qur'an al-Karim
A vesture of wickedness that makes him counsel deaf to Allah's revelations when they are recited, declaring to him what is in conformity with truth and in agreement with reality. He intentionally closes his heart's ears and exercises inordinate self-esteem as though he lacked his sense of hearing. Tell him O Muhammad to expect a condign punishment
