What Qur'an Says About Leaders?

And We wished to be Gracious to those who were being depressed in the land, to make them leaders (in Faith) and make them heirs, [28:5]
And We appointed, from among them, leaders, giving guidance under Our command, so long as they persevered with patience and continued to have faith in Our Signs. [32:24]
And We made them leaders, guiding (men) by Our Command, and We sent them inspiration to do good deeds, to establish regular prayers, and to practise regular charity; and they constantly served Us (and Us only). [21:73]
But if they violate their oaths after their covenant, and taunt you for your Faith,- fight ye the chiefs of Unfaith: for their oaths are nothing to them: that thus they may be restrained. [9:12]
And we made them (but) leaders inviting to the Fire; and on the Day of Judgment no help shall they find. [28:41]
