And if We willed surely, We (could) have raised him with these [and] but he adhered to the earth and followed his (vain) desires. So his example (is) like (the) example (of) the dog, if you attack [on] him, he lolls out his tongue or if you leave him, he lolls out his tongue. That (is the) example (of) the people who denied [in] Our Signs. So relate the story so that they may reflect.
Now had We so willed, We could indeed have exalted him by means of those [messages]: but he always clung to the earth and followed but his own desires. Thus, his parable is that of an [excited] dog: if thou approach him threateningly, he will pant with his tongue lolling; and. if thou leave him alone, he will pant with his tongue lolling. Such is the parable of those who are bent on giving the lie to Our messages. Tell [them], then, this story, so that they might take thought
And had We willed We could have raised him by their means, but he clung to the earth and followed his own lust. Therefor his likeness is as the likeness of a dog: if thou attackest him he panteth with his tongue out, and if thou leavest him he panteth with his tongue out. His example is that of a dog: if you chase it away, it pants, and if you leave it, it ˹still˺ pants. This is the example of the people who deny Our signs. So narrate ˹to them˺ stories ˹of the past˺, so perhaps they will reflect.
Had We so willed, We could have used those [messages] to raise him high but he always clung to the earth and followed his own desires. He was like a dog-who pants with his tongue hanging out whether you drive him away or leave him alone. That's the image of those who reject Our messages. Tell this story so that they might reflect on it.

And if We had pleased, We would certainly have exalted him thereby; but he clung to the earth and followed his low desire, so his parable is as the parable of the dog; if you attack him he lolls out his tongue; and if you leave him alone he lolls out his tongue; this is the parable of the people who reject Our communications; therefore relate the narrative that they may reflect
And if We willed, We would have exalted him with them, but he inclined towards the earth, and followed his own desires. And his parable is like the parable of a dog. If thou wilt attack it, it pants. If We had so wished, We might have raised him up by means of them, but he clung to the earth and followed his own whim. He might be compared to a dog: no matter how you drive him off, he just pants away. Or if you leave him alone, he still pants on. That is what folk who reject Our signs are like; tell such stories so they may think things over.
And if We willed, We would have exalted him with these signs but he clung (inclined) to the earth and followed its vain desires. So recount the stories, that haply they may reflect
And had We willed, surely We would have elevated him therewith but he clung to the earth (i.e., to the ‘low’) and followed his own vain desire. So his description (or example) is the description of a dog: if you put a load on him, he lolls his tongue out (as if heavily burdened, and) if you remove this (load) he (still) lolls his tongue out. Such is the description of the nation of those who belied Our Ayaat. So relate the incidents, perchance they may think and ponder

(The Revelation of Allah lightens your burdens, while man-made dogmas burden you (7:157)). So relate this narration that they may reflect
With that knowledge We could have raised him to new heights, had We so wished. But he clung to the ground and yielded to his whims and wishes. His example is that of a dog! If We had willed (to impede the way he chose by his free will), We could indeed have lifted him (toward the perfections enabled by faith) through those signs and Revelations, but (by his own free choice) he clung to the earth and followed his desires. So (in his being surrendered to greed), his likeness is that of a dog: if you move to drive it away, it pants with its tongue lolling out (still hoping to be fed more), or if you leave it, it pants with its tongue lolling out. Such is the likeness of those who deny Our signs and Revelations. So tell them this narrative so that they may (be stirred to) reflect

Relate the story then; perhaps they will reflect
And if We had willed, We would have lifted him on account of Our Signs, but he, clung to the earth and followed his desires, then his condition is like a dog, if you attack him, he brings his tongue out and if you leave him, he brings his tongue out. This is the condition of those who belied Our Signs. So you recount them the admonition haply they may ponder.
Had we willed, we could have elevated him therewith, but he insisted on sticking to the ground, and pursued his own opinions. Thus, he is like the dog; whether you pet him or scold him, he pants. Such is the example of people who reject our proofs. Narrate these narrations, that they may reflect.

Go on and relate these stories to them, perhaps they come to their senses
And had We willed We could have raised him because of the revelations, but he clung to the earth and followed his own desires; his condition therefore is like that of a dog; if you attack him he hangs out his tongue and if you leave him he hangs out his tongue; this is the state of the people who denied Our signs; therefore preach, so that they may give thought
And if WE pleased, WE would have exalted him thereby; but he inclined to the earth and followed his evil desires. Such is the case with the people who cry lies to Our commandments; (they do not give up their evil ways whether you warn them or not). So narrate to them the account (of the people of old) that they may reflect
And had We willed, We would surely have elevated him therewith but he clung to the earth and followed his own vain desire. That is that people's likeness who cried lies to Our signs. So relate the story; haply they will reflect
And if We pleased, We would have exalted him thereby; but he inclined to the earth and followed his evil desires. Had we pleased we would have exalted him thereby, but lie crouched upon the earth and followed his lust, and his likeness was as the likeness of a dog, whom if thou shouldst attack he hangs out his tongue, or if thou should leave him, hangs out his tongue too. That is the likeness of the people who say our signs are lies. Tell them then these tales - haply they may reflect
Had we pleased, we had certainly thereby exalted him; but he crouched to the earth and followed his own lust: his likeness, therefore, is as that of the dog which lolls out his tongue, whether thou chase him away, or leave him alone! Had it been Our will, We would have exalted him through Our signs: but he clung to this earthly life and succumbed to his desires. He can be compared to the dog which pants if you chase it away, but pants still if you leave it alone. Such are those that deny Our revelations. Recount to them these parables, so that they may reflect
If it had been Our will, We could have elevated him with (Our signs), but he clung to this world and followed his own vain desires. That is what folk who reject Our signs are like; tell such stories so they may think things over.
Had We so willed, We would have exalted him by means of those (revelations), but he clings to the earth and succumbs to his desires. He may be compared to a dog: no matter how you drive him off, he pants on away, and if you leave him alone, he still pants on. That is what the people who reject Our revelations are like. Relate this to them, perhaps they will contemplate upon it.
And had We willed, We would certainly have exalted him thereby, but he clung to the earth and followed his lust. Therefore, relate (unto them) the stories, that they may ponder.
Had We willed We Would have opened his heart's ears and influenced him with the divine course of action, and thereby exalted his best faculties to the highest spiritual honours. But he chose to direct his intellect earthward, indulge in vanities and remain low. And there, he stood similitude exact of the dog which lolls his tongue whether you drive him away or you let him alone. This is exactly the similitude of those who deny Our revelations and signs betokening Omnipotence and Authority. Therefore, recourse O Muhammad to the narratives of such persons so that they may hopefully pause to think
And had We willed We could have elevated him through it, but he clung to the earth and followed his desire, so his likeness is the likeness of the dog, if you attack it, breathes heavily with its tongue out. That is the similitude of those who reject Our signs; So relate the story; perchance they may reflect
And if We willed surely, We (could) have raised with these [and] but he adhered to the earth and followed his (vain) desires. So his example (is) like (the) example (of) the dog, if you attack [on] him, he lolls out his tongue or if you leave him, he lolls out his tongue. That (is the) example (of) the people who denied [in] Our Signs. So relate the story so that they may reflect
