He it is Who displays before you the lightning, giving rise to both fear (of being struck) and hopeful expectation (of rain), and builds the clouds heavy (with rain)
He it is Who displays before you the lightning, to cause fear and hope, and initiates heavy clouds. (Similarly, the Light of Guidance brings to you the warning and a good tiding.
He is the One Who shows you lightning, which causes fear and hope, and brings up heavy clouds
