We set up twelve tribal communities among the Israelites for effective administration. When his people asked for water, We revealed to Moses, "Strike the rock with your staff!" And twelve springs gushed forth from there. (Remember the times when you were in the Sinai desert and there was shortage of water. Moses asked for water for his people and We guided him to a rock under which were hidden twelve springs of water ready to gush forth. Moses, with the strength of his conviction and with the help of his companions, unclogged those springs and each of the twelve tribes found their respective source of fresh cool water (2:60)). Moses had established the Divine system of life. We shall open the Blessings of the heavens and the earth for any nation that accepts these Laws and works for the collective good of humanity. Such abundance with equity is no less than a heavenly "Table spread" that ensures freedom from want for all, in the shadow of Divine Grace. They enjoyed delicious bird meat and vegetation they had grown in the oasis of their own making. That is what the people of Moses were given, "Eat of the good things that We have provided you." And We revealed to Moses, when his kinfolk asked him for watering: “That you strike the stone with your staff.” So, twelve springs gushed from it. Already every people’s group recognized their drinking-place. And We shaded upon them the overcasts, and We sent down upon them the manna and the quails: “Eat from the good things We had livelihood for you.” They did not oppress Us, but themselves they were oppressing.
Sayyid Qutb
We divided them into twelve tribes, each a community. And when his people asked Moses for water to drink, We inspired him: “Strike the rock with your staff.” Twelve springs gushed forth from it, and each tribe knew its drinking- place. We caused the clouds to draw their shadow over them and sent down for them manna and quails, [saying]: “Eat of the good things We have given you as sustenance.” Yet they could do Us no wrong, but they certainly wronged themselves.
Ahmed Hulusi
We have divided them into twelve communities... And We inspired Moses, when his people asked for water from him, “Strike the stone with your staff (by integrating the staff with the forces within your essence)”... and there gushed forth twelve springs... Every group of people knew their way (their drinking place). And We shaded them with clouds and disclosed for them manna (power) and quails... (We said) “Eat from the clean and pure things with which We have provided you”... They did not do wrong to Us, but they wronged their own selves.
Sayyed Abbas Sadr-Ameli

Each tribe, indeed, came to know its drinking-place. And We outspread the cloud to overshadow them, and We sent down manna and quails upon them, (saying) : Eat of the good things wherewith We have provided you. And they did no harm to Us but they were doing injustice to their own selves
