A leader might do bad things when he did not really want to do them. He has sinned if he does not obey one of the Lord's rules.

The following are instructions for what to do when a leader unwittingly commits a sin by violating any of My directives: When he realizes his guilt or the sin he committed is brought to his attention, then he must bring an unblemished male goat as his offering.

When a ruler or leader sins and unwittingly does any one of the things the Lord his God has forbidden, and is guilty,
“‘If a ruler sins by accident and does something the Lord his God has commanded must not be done, he is guilty.
“When a ruler sins unintentionally by straying from one of the commands of his God which must not be broken, he is guilty. When he becomes aware of the sin he has committed, he must bring a goat for his offering, a male without any defect, lay his hand on the head of the goat, and slaughter it in the place where they slaughter the Whole-Burnt-Offering in the presence of God—it’s an Absolution-Offering. The priest will then take some of the blood of the Absolution-Offering with his finger, smear it on the horns of the Altar of Whole-Burnt-Offering, and pour the rest at the base of the Altar. He will burn all its fat on the Altar, the same as with the fat of the Peace-Offering. “The priest makes atonement for him on account of his sin and he’s forgiven.
When a tribal leader sins by unintentionally disobeying any of the commands of the Lord his God and doing something that should not be done, and he then realizes his guilt,
When a ruler sins, doing unintentionally any one of all the things that by commandments of the Lord his God ought not to be done and incurs guilt,
If it is a ruler who sins and becomes guilty of breaking one of the Lord's commands without intending to,

Whenever a leader sins, and he does unintentionally any one of the things that by the commandments of the Lord his God should not be done and is found guilty,
“A ruler might sin without meaning to and break one of the commands of the Lord. He might do something that his God said must not be done.
“‘A ruler might sin by accident. He might do something the Lord his God has commanded must not be done. If he does, he is guilty.
“‘When a leader sins and commits an unintentional wrong against any of the commands of Yahweh his God that should not be violated, so that he incurs guilt,
‘“When a leader sins unintentionally and does what is forbidden in any of the commands of the Lord his God, when he realises his guilt
