“Tell Aaron and his sons and all the people of Israel: ‘A citizen of Israel or a foreigner living in Israel might want to bring a whole burnt offering, either for some special promise he has made or for a special gift he wants to give to the Lord.
God spoke to Moses: “Tell Aaron and his sons and all the People of Israel, Each and every one of you, whether native born or foreigner, who presents a Whole-Burnt-Offering to God to fulfill a vow or as a Freewill-Offering, must make sure that it is a male without defect from cattle, sheep, or goats for it to be acceptable. Don’t try slipping in some creature that has a defect—it won’t be accepted. Whenever anyone brings an offering from cattle or sheep as a Peace-Offering to God to fulfill a vow or as a Freewill-Offering, it has to be perfect, without defect, to be acceptable. Don’t try giving God an animal that is blind, crippled, mutilated, an animal with running sores, a rash, or mange. Don’t place any of these on the Altar as a gift to God. You may, though, offer an ox or sheep that is deformed or stunted as a Freewill-Offering, but it is not acceptable in fulfilling a vow. Don’t offer to God an animal with bruised, crushed, torn, or cut-off testicles. Don’t do this in your own land but don’t accept them from foreigners and present them as food for your God either. Because of deformities and defects they will not be acceptable.”

Speak to Aaron and his sons and all the people of Israel and say to them: When anyone of the house of Israel or of the aliens residing in Israel presents an offering, whether in payment of a vow or as a freewill offering that is offered to the Lord as a burnt offering,
to give Aaron and his sons and all the people of Israel the following regulations. When any Israelite or any foreigner living in Israel presents a burnt offering, whether as fulfillment of a vow or as a freewill offering, the animal must not have any defects.
Speak thou to Aaron, and to his sons, and to all the sons of Israel, and thou shalt say to them, A man of the house of Israel, and of the comelings that dwell with them, that offereth his offering to the Lord, and either payeth avows, either offereth by his free will, whatever thing he offereth into burnt sacrifice of the Lord (whatever thing he offereth for a burnt sacrifice to the Lord),
to tell Aaron and his sons and everyone else the rules for offering sacrifices. He said: The animals that are to be completely burned on the altar

“Tell Aaron and his sons and all the people of Israel: ‘A ·citizen of [L person from the house of] Israel or a ·foreigner living [sojourner; wanderer; resident alien] in Israel might want to bring a whole burnt offering [1:1–17], either for ·some special promise he has made [a vow] or for a ·special gift he wants to give [freewill offering] to the Lord.
“Speak to Aaron and to his sons, and to all Bnei-Yisrael, and say to them: Whoever is from the house of Israel, or one of the outsiders in Israel who brings his offering, whether it be any of their vows or any of their freewill offerings that they present to Adonai for a burnt offering—
“Say to Aaron and his sons and all the people of Israel, When any one of the house of Israel or of the sojourners in Israel presents his offering, whether in payment of a vow or as a freewill offering which is offered to the Lord as a burnt offering,
“Speak to Aaron and his sons. Speak to all the Israelites. Tell them, ‘Suppose any of you brings a gift for a burnt offering to the Lord. It does not matter whether you are an Israelite or an outsider who lives in Israel. It does not matter whether you bring the offering to keep a promise or because you choose to give it.
Speak unto Aaron, and to his sons, and unto all the children of Israel, and say unto them, Whatsoever he be of the house of Israel, or of the strangers in Israel, that will offer his oblation for all his vows, and for all his freewill offerings, which they will offer unto the Lord for a burnt offering;
“Speak to Aharon and his sons and to the entire people of Isra’el; tell them: ‘When anyone, whether a member of the house of Isra’el or a foreigner living in Isra’el, brings his offering, either in connection with a vow or as a voluntary offering, and brings it to Adonai as a burnt offering,
Speak to Aaron and his sons and all the people of Israel and say to them: When anyone of the house of Israel or of the aliens residing in Israel presents an offering, whether in payment of a vow or as a freewill-offering that is offered to the Lord as a burnt-offering,
Speak unto Aharon, and to his Banim, and unto kol Bnei Yisroel, and say unto them, Whatsoever he be of the Bais Yisroel, or of the Ger B’Yisroel, that will offer his korban for any of his nederim, and for all his nedavot, which they will offer unto Hashem for an olah,
“Tell Aaron, his sons, and all the Israelites: Israelites or foreigners may bring burnt offerings to Yahweh for anything they vowed or as freewill offerings.
Speak to Aaron, and to his sons, and to all the children of Israel, and say to them: Whoever from the house of Israel or from the foreigners in Israel who offers his burnt offering for any vows or freewill offerings that he offers to the Lord,
“Tell Aaron and his sons and all the Israelites: A citizen of Israel or a foreigner might want to bring an offering. It might be because of a promise that person made, or it might just be a special sacrifice that person wanted to give to the Lord as a burnt offering.
“Tell Aaron and his sons and all the people of Israel: ‘A citizen of Israel or a foreigner living in Israel might want to bring a whole burnt offering. It might be for some special promise he has made. Or it might be a special gift he wanted to give to the Lord.
“Speak to Aaron and to his sons and to all the Israelites, and say to them, ‘Anyone from the house of Israel or from the alien in Israel who presents his offering for any of their vows or for any of their freewill offerings that they present to Yahweh as a burnt offering,
‘Speak to Aaron and his sons and to all the Israelites and say to them: “If any of you – whether an Israelite or a foreigner residing in Israel – presents a gift for a burnt offering to the Lord, either to fulfil a vow or as a freewill offering,
