When I say to the wicked, You shall surely die; and you give him not warning, nor speak to warn the wicked from his wicked way, to save his life; the same wicked man shall die in his iniquity; but his blood will I require at your hand.

When I say to an evil person, ‘You will surely die,’ you must warn him. If you don’t speak out to warn the evil person to leave his evil way, he will die in his sin. But I will hold you responsible for his death.
When I say to the wicked, ‘Surely you will die,’ and you do not warn him and you do not speak to warn the wicked from his wicked way so that he may live, that wicked person will die because of his guilt, and from your hand I will seek his blood.
