When you make a vow to God, your God, don’t put off keeping it; God, your God, expects you to keep it and if you don’t you’re guilty. But if you don’t make a vow in the first place, there’s no sin. If you say you’re going to do something, do it. Keep the vow you willingly vowed to God, your God. You promised it, so do it.
But if you do not make a vow at all, you will not be guilty.
But if you refrain from vowing, you will not incur guilt.
It is no sin not to make a vow to the Lord,
If thou wilt not promise, thou shalt be without sin. (If thou maketh no vow, thou hast not sinned.)
On the other hand, if you never make a sacred promise, you can't be guilty of breaking it.
But if you refrain from vowing, it shall be no sin in you.

And if you refrain from vowing, you shall not incur guilt.
But if you refrain from making a vow, you will not be guilty.
