These good things from God are not given to someone because he wants them or works to get them. They are given because of His loving-kindness.

The point is that God’s mercy has nothing to do with our will or the things we pursue. It is completely up to God.
And so God’s blessings are not given just because someone decides to have them or works hard to get them. They are given because God takes pity on those he wants to.
Therefore, it does not depend on anyone’s will or exertion but on God’s mercy.
So then it does not depend on the one who wills or the one who runs, but on God who has mercy.
So then it is not of him that wills, nor of him that runs, but of God that has mercy.
So then, it does not depend on human will or effort but on God who shows mercy.
So then [God’s gift] is not a question of human will and human effort, but of God’s mercy. [It depends not on one’s own willingness nor on his strenuous exertion as in running a race, but on God’s having mercy on him.]
So God will choose the one to whom he decides to show mercy; his choice does not depend on what people want or try to do.
Is that grounds for complaining that God is unfair? Not so fast, please. God told Moses, “I’m in charge of mercy. I’m in charge of compassion.” Compassion doesn’t originate in our bleeding hearts or moral sweat, but in God’s mercy. The same point was made when God said to Pharaoh, “I picked you as a bit player in this drama of my salvation power.” All we’re saying is that God has the first word, initiating the action in which we play our part for better or worse.
So then, it does not depend on human desire or effort, but on God’s mercy.

So then, it is not a matter of the one who wills or the one who runs. It is a matter of the YAD HASHEM HACHANINAH (the hand of the G-d of gracious, free mercy).
Therefore, God’s choice does not depend on a person’s desire or effort, but on God’s mercy.

So God will choose anyone he decides to show mercy to, and his choice does not depend on what people want or try to do.
So God will choose the one he decides to show mercy to. And his choice does not depend on what people want or try to do.
Consequently therefore, it does not depend on the one who wills or on the one who runs, but on God who shows mercy.
It does not, therefore, depend on human desire or effort, but on God’s mercy.
So then, mercy is not of the one wanting, nor of the one running, but of the One having-mercy— God.
