Here's the reason: Whoever sins without having laws from God will still be condemned to destruction. And whoever has laws from God and sins will still be judged by them.

The Gentiles do not have God's Law that he gave to Moses. If Gentiles do wrong things, God will punish them. But he will not use his Law when he judges the Gentiles. But the Jews do have God's Law. So, if Jews do wrong things, God will use his Law to judge them. The Law will show that they have done wrong things.

Those who have sinned without having the Law will be lost without the Law being used. Those who have the Law and have sinned will be judged by the Law.

If one lives life without knowledge of the law—the teachings of the Torah—he will sin and die apart from the law. If someone else lives life under the law, his sin will be judged by what the law teaches.
He will punish sin wherever it is found. He will punish the heathen when they sin, even though they never had God’s written laws, for down in their hearts they know right from wrong. God’s laws are written within them; their own conscience accuses them, or sometimes excuses them. And God will punish the Jews for sinning because they have his written laws but don’t obey them. They know what is right but don’t do it. After all, salvation is not given to those who know what to do, unless they do it.

If you sin without knowing what you’re doing, God takes that into account. But if you sin knowing full well what you’re doing, that’s a different story entirely. Merely hearing God’s law is a waste of your time if you don’t do what he commands. Doing, not hearing, is what makes the difference with God.

Those people who don't know about God's Law will still be punished for what they do wrong. And the Law will be used to judge everyone who knows what it says.

All who have sinned without knowledge of the Law will die without reference to the Law; and all who have sinned knowing the Law shall be judged according to the Law. It is not familiarity with the Law that justifies a man in the sight of God, but obedience to it.

Some people do not know God’s law when they sin. They will not be judged by the law when they die. Others do know God’s law when they sin. They will be judged by the law.
For as many as have sinned without law shall also perish without law: and as many as have sinned in the law shall be judged by the law;
All who have sinned outside the framework of Torah will die outside the framework of Torah; and all who have sinned within the framework of Torah will be judged by Torah.
All those who do not know the law [of God given to Moses] and did what was wrong, will die. But they will not be judged by the law. All those who know the law and did what was wrong will be judged by the law.
All who have sinned apart from the law will also perish apart from the law, and all who have sinned under the law will be judged by the law.
For as many as have committed averos and sinned lacking the Torah shall also perish lacking the Torah; and as many as have committed averos (sin) under the Torah shall be condemned under the Torah.
Here’s the reason: Whoever sins without having the laws in Moses’ Teachings will still be condemned to destruction. And whoever has these laws from God and sins will still be judged by them.

People who have the law and those who have never heard of the law are all the same when they sin. People who don’t have the law and are sinners will be lost. And, in the same way, those who have the law and are sinners will be judged by the law.
People who have God’s law and those who have never heard of the law are all the same when they sin. Those who do not have the law and are sinners will be lost. And, in the same way, people who have the law and are sinners will be judged by the law.
For as many as have sinned without law will also perish without law, and as many as have sinned under the law will be judged by the law.
All who sin apart from the law will also perish apart from the law, and all who sin under the law will be judged by the law.
