But every time We removed the plague from them and the appointed time for the release of the Children of Israel came, lo! They broke their promise

So whenever We removed from them Ar-Rijz for a fixed term (to allow them to arrange and complete the migration of the Muslim-community, and as) they reached it (i.e., they approached the end of the respite-period), immediately they break (the commitment, and extend the enslavement period for the Believers)
